Cyclone Junior information wanted

Can anyone identify this frame?   

I don't think the 3Rensho decals are original but the Cyclone Junior appear to be original.  It's obviously not a high end frame but I'm wondering if there is a Konno connection based upon the Cyclone Junior logo
